The Missouri Department of Transportation is borrowing from the federal government to keep Amtrak train service between St. Louis and Kansas City running, the St. Louis Post-Dispatch reports. MoDOT’s subsidy of the service has fallen short the past few years and the department estimates the state will owe Amtrak about $2.9 million by the end of the next fiscal year.

New rules on airlines are taking effect Thursday, including one that requires airlines to include all mandatory taxes and fees in published airfares, The Washington Post reported.
Another rule will allow passengers to hold a reservation without payment for 24 hours or cancel a reservation during that period without penalty. Airlines will also be required to notify passengers of delays of more than 30 minutes.

Tom Horton, the chief executive at American Airlines Inc. and its parent, AMR Corp., has told employees that he will redesign and improve the company’s management structure while it is in bankruptcy. The airline is the second-busiest carrier at Lambert-St. Louis International Airport.
“The redesign starts at the top and will encompass the entire management and support staff team,†chairman and chief executive Tom Horton said in a letter.

Spirit Airlines is adding another sunny city to its menu of direct flights from the Pittsburgh area in the spring.
Starting May 17, the Florida-based airline will begin daily service to Orlando from the Arnold Palmer Regional Airport.
Spirit launched nonstop service from Latrobe to Florida by introducing direct flights to the Fort Lauderdale-Hollywood International Airport in February 2011. In May, it added four weekly directly flights to Myrtle Beach.

Kansas City International Airport officials have decided to designate space for drivers awaiting incoming travelers after all, freeing them from circling the airport’s three terminals, The Kansas City Star reports.
Economy Lot A will be KCI’s official cellphone lot. The decision follows a Star report that KCI was one of a handful of U.S. airports that didn’t have the service.
The “cellphone waiting area†will offer up to two hours of free parking. New signs have been installed to inform drivers about the new lot.

Loudoun County Supervisors, with new members anxious to trim spending, have raised the prospect of dropping out of the project and canceling the last two stations of the $2.8 billion project, WTOP reported.
Such a decision would dramatically alter things for Fairfax County, which would have to deal with more parking and more traffic. Fairfax supervisors have requested the county staff work up projections on operating costs for both the first and second phase of the project over 15 years, if Loudoun opts out and if Loudoun stays in, according to WTOP.

Rival planemakers Boeing Co. and Airbus are sharing a major new order.
According to an Associated Press report that appears on KAKE News, budget airline Norwegian Air Shuttle ASA has signed a $21.6 billion deal to purchase 222 plans from the two companies. The deal includes 122 Boeing 737 aircraft and 100 Airbus A320 planes.
Wichita-based Spirit AeroSystems builds a majority of the Boeing 737 and components of the Airbus A320.

The Metrorail extension project will get another $116 million in federal funding this week, Virginia Congressional members announced.
The $116 million will be released by the Transportation Department Jan. 25, said statements by Congressmen Jim Moran and Gerry Connolly and Sens. Jim Webb and Mark Warner. It is part of $900 million in federal funding committed to the project.
